The working delegation inspected and conducted field surveys of the following public investment projects and works: the Project on Upgrading and Repairing the Dinh Hoa Commune People's Committee Headquarters and auxiliary facilities; Dinh Hoa Medical Station; the Ba Ho Bridge Construction Investment Project in Vinh Hoa Hung Bac Commune, Go Quao district (now Vinh Hoa Hung Commune); and the Project on Renovating and Repairing the Multipurpose Sports Hall of the Go Quao Commune Cultural Center.
At the same time, the delegation worked with local authorities on: the implementation of the socio-economic development plan for the first 5 months of 2026; the progress of implementation and disbursement of public investment for basic construction projects and works; the concretization of the implementation of Party Congress Resolutions at all levels; and several key tasks for the upcoming period.
According to the report, in the past period, the direction and administration by the Commune People's Committees have been implemented in a timely and synchronous manner, closely following the guidelines and resolutions of the Central Government and the province; the set tasks and solutions have been basically organized and executed seriously, achieving many positive results across various sectors.
The 5-month budget revenue progress of localities basically met the set targets: Dinh Hoa Commune achieved the highest rate at 58.72%, followed by Vinh Hoa Hung commune at 56.20%; Vinh Tuy Commune at 43.21%, and Go Quao commune at 31.54%. As of June 10, 2026, the total disbursed public investment capital of Go Quao Commune reached 36.07%, Vinh Tuy commune 25.67%, Dinh Hoa Commune 23.25%, and Vinh Hoa Hung commune 17.73%.
Administrative reform and digital transformation have recorded notable progress. The rate of reduction in administrative procedure processing time in the communes reached 30%, meeting the set target. The Index for Serving Citizens and Businesses through May for all 4 communes ranked in the 'Excellent' group. Specifically, Dinh Hoa Commune scored 95.98 points; Vinh Tuy Commune scored 97.36 points; Go Quao Commune scored 97.32 points; and Vinh Hoa Hung Commune scored 97.42 points.
Delivering directing remarks at the working session, Nguyen Thanh Phong, Standing Vice Chairman of the Provincial People's Committee, requested the Party Committees, People's Councils, and People's Committees of the communes to focus on drastically implementing solutions to execute the 2026 economic growth scenario; strive to fulfill and exceed the assigned targets for economic growth, state budget revenue, business development, job creation, and other socio-economic indicators.
They must continue to effectively exploit the potential and advantages of the communes; strengthen linkages and promote the value of local signature OCOP products; urgently complete master plans and zoning plans under their authority; develop plans to implement the provincial planning, creating a foundation to attract investment and ensure long-term development; accelerate digital transformation and the application of artificial intelligence (AI) in state management, administrative reform, public service delivery, and support for citizens and businesses;...pay special attention to building databases…
Nguyen Thanh Phong, Standing Vice Chairman of the Provincial People's Committee, required localities to finalize the restructuring of departments and divisions, and to arrange commune-level personnel to ensure the administrative apparatus operates smoothly and effectively. The Party Committees and People's Committees at the commune level must regularly urge and accelerate the disbursement of public investment capital, monitor the quality, progress, and effectiveness of public investment; and proactively coordinate with departments and sectors to resolve difficulties and obstacles.
